Hong Kong Mobile Plan Glossary: Key Terms Explained

A quick reference to the most common Hong Kong mobile plan terms, from SIM-only and eSIM to fair-use caps, MVNOs, number portability and Greater Bay Area data.

Mobile plans come with their own jargon. Here are plain-language definitions of the terms you will run into while comparing Hong Kong plans, so the fine print stops being intimidating.

Plan types

  • SIM-only — a plan with just a SIM/data, no bundled phone. Usually cheaper and more flexible.
  • Prepaid — pay in advance and top up; no contract. Good for light or short-term use.
  • Monthly / rolling — a recurring monthly plan, with or without a fixed term.

Network & technology

  • MVNO — a brand that resells a host operator’s network at lower prices (e.g. Club SIM on CSL Mobile).
  • 5G — the current fastest mobile network generation; standard on most HK plans now.
  • eSIM — a built-in digital SIM activated by QR code instead of a plastic card.
  • Dual SIM — using two lines on one phone, e.g. a physical SIM plus an eSIM.

Data & usage

  • Fair-use cap — the full-speed data limit on an “unlimited” plan; speed drops after it.
  • Throttling — deliberately reducing your speed after a cap is reached.
  • Tethering / hotspot — sharing your phone’s data with other devices; sometimes capped separately.
  • Data rollover — carrying unused data into the next cycle (not all plans offer it).

Travel & cross-border

  • Roaming — using your plan abroad; usually via a daily day-pass.
  • Day-pass — a flat daily roaming fee that unlocks (a share of) your home data abroad.
  • GBA data — a Greater Bay Area allowance usable across HK, Macau and Guangdong cities.
  • Number portability (MNP) — keeping your number when you switch provider.

A SIM-only plan provides the SIM and your data/voice allowance without a bundled phone. You bring your own handset, which is usually cheaper over time and lets you switch providers freely.

What is a fair-use cap on an unlimited plan?

It is the amount of data you can use at full speed on an “unlimited” plan. After you pass it, your speed is reduced for the rest of the billing cycle, though you can still use data.
