Since the SIM Card Real-name Registration Scheme (SRRS) took full effect, every prepaid SIM card used in Hong Kong must be registered to a real person before it will work. If you are a Hong Kong resident this is straightforward — you register with your Hong Kong Identity Card (HKID).
Who has to register?
- Prepaid SIMs (儲值卡): you must register before use. Unregistered prepaid SIMs were deactivated after the 23 February 2023 deadline.
- Postpaid / monthly plans: already registered — you gave your ID when you signed the contract, so there is nothing extra to do.
What you need
- Your HKID card number.
- The prepaid SIM / phone number you want to register.
- A smartphone with the operator’s app, or access to their website or a retail shop.
How to register
- Open your operator’s registration app or web page (e.g. Club SIM, csl, SoSIM, 3HK, China Mobile HK).
- Enter your name and HKID number, and the SIM’s number.
- Upload or scan your HKID and, if asked, take a selfie for verification.
- Submit and wait for the confirmation SMS — your SIM is then active.
Children and people under 16
A person under 16 cannot register a prepaid SIM in their own name. A parent or guardian aged 18 or above must register it on their behalf, using the guardian’s own ID.
Your privacy
Operators keep your registration details securely. Under the law, the information can only be handed to law enforcement in specific circumstances — for example with a court warrant, or to prevent an imminent threat to life. It is not shared for marketing.

Do I need to register my monthly contract SIM?
No. Postpaid/monthly SIMs are already registered through your contract, because you provided your HKID when you signed up. Only prepaid SIMs need separate registration.
What happens if I don’t register a prepaid SIM?
An unregistered prepaid SIM cannot make calls or use data. Registration is a one-time step done before (or shortly after) first use.
